SHE'S BACK!!!

She's back!!! It took several months for it to finally take place but Carol Rodley finally arrived in Phnom Penh as the new US Ambassador to Cambodia. Former Ambassador Joseph Mussomeli departed the position in August.

It's been a long time coming (sorry Crosby, Stills & Nash) as she was appointed Thursday, 12 June 2008 after US President George Bush announced May 13, 2008 that he intended to do so. Senate approval was required. Ironically her arrival came within a short time frame that Barack Obama was elected as the new President of the United States, she was sworn in as U.S. Ambassador to Cambodia on October 24, 2008. She arrived in Phnom Penh Wednesday morning November 5 the day after Obama was elected.

Rodley returns to Cambodia where she previously served as Deputy Chief of Mission at the American Embassy in Phnom Penh, from 1997 to 2000.

Rodely has a background with the CIA. With the corruption problems and unexplained wealth for some now very rich Khmers that background can be a major factor where US taxpayer dollars are spent or wasted. Earlier in her career she served as Principal Deputy Assistant Secretary of State for Intelligence and Research. She has access to America's most tightly guarded secrets about Al Qaeda and the global war on terror.

With that background she has to skills to find the worlds second most wanted murderer James "Whitey" Bulger who has been reported to have been seen in Sihanoukville, Cambodia. As one know it all NGO bottom feeder stated that the FBI has more important things to do than look for Bulger. The question is what is more important than finding the worlds second most wanted person trailing only Osama bin Laden who murdered 19 people. Perhaps Rodley can find out what can be more important.

Rodley is a career officer in the Senior Foreign Service. She most recently served as a faculty advisor at the Foreign Service Institute after returning from assignment as Counselor for Political Military Affairs at the United States Embassy in Kabul, Afghanistan. Previously she served as Acting Assistant Secretary and Principal Deputy Assistant Secretary in the Bureau of Intelligence and Research from 2003 to 2006.

Rodley also served as Deputy Executive Secretary in the Executive Secretariat from 2001 to July 2003. Previous Washington assignments included Executive Assistant to the Bosnia Coordinator during the preparation for the Dayton negotiations and the initial phase of Dayton implementation, Deputy Director of the Secretariat Staff, Cyprus desk officer in the Office of Southern European Affairs, Senior Watch officer in the Operations Center, and intelligence analyst in the Russia Division of the Bureau of Intelligence and Research. Overseas assignments have included Germany, South Africa, the Dominican Republic and Pakistan. From 2000-2001, Ambassador Rodley attended the Department of State's senior leadership training course, the 43rd Senior Seminar, at the Foreign Service Institute.

Rodley has been the recipient of the Department's Senior Performance Award, the State Department's Human Rights and Democracy Award, the American Foreign Service Association's Christian Herter Award for creative dissent, the James Clement Dunn Award for leadership, the Director of Central Intelligence Exceptional Humint Collector Award and an Intelligence Community Seal Medallion. Her languages are Khmer, German, Spanish, Urdu, and Hindi.

Rodley is a native of Massachusetts and a graduate of Smith College. Rodley is married to David Newhall and has three children, Alice, Niles, and Steven.
